The bylaws are your bible--if you choose to ignore pieces and parts they will lose their value. I think the best thing to do during the "revamp" process is to hold a vote to strike that particular segment of your bylaws. This should be done as a part of a whole package...perhaps you could even vote "in" an entirely new set of bylaws that are more in keeping with the bylaws you are currently using. If you have obtained 501 status or incorporation however; you will need to consider that the old document in the standard by which you received those certifications. You will need to contact those organizations and see what you need to do if new bylaws are in effect.
JHB and others have more knowledge on RRules than I do but if someone broached me that a general meeting approved new bylaws and voted out the old ones I'd consider that a logical and earnest way to make the changes if they are more than just superficial.

We are revamping our practically defunct PTO. Our bylaws state that there are 4 Standing Committees of the PTO. I do not think they have been used in the past (due to lack of involvement). One of the duties is a Parliamentarian, who oversees the voting, and the other is a Newsletter committee, who is responsible for putting out a newsletter.

Are Parliamentarians commonly used? Does a committee generally put out the newsletter or is it done by a board member?

Is it okay to not follow the guidelines in the by-laws regarding these issues or do we need to amend the bylaws before not complying with them?

any input is appreciated!
