For my last team:

All parents/guardians, teachers and staff are automatically members. Only board members can vote: President, VP, Secretary, Treasurer, Two Teacher Reps, Committee Chairmen. Must be present to vote. If committee chairmen cannot attend, they can send one rep from their committee to vote on behalf of the committee.

For non-voting members: No dues, no meeting requirements. GREAT volunteer turnout and support of fundraisers!

All of our teachers are automatically members, as are the parents with children in our school. We have such a low (very low) number of people that come to the PTO meetings, and those are only every other month but we have a VERY large turnout for volunteers for any and all events we need help with. Do you have a low turnout for volunteers too? Maybe they need a little coaxing...

there is no meeting attendance requirement.
we have over 1000 members with about 5-10 non board members at each meeting (even tho the meetings are only 15-30min max long)
if we required attendance at the pto regular meetings, we would have no pto.

what makes our pto what it is , is the committees and all they do. its not attending baord meetings that makes the group work. its the time and efforts the parents give to different school activities that make it work.

also, we are not allowed to do any fundraising, so all our committees are purley for kid oriented fun or para educational stuff. (we get our money from donations, corporate and private and the grocery store rebate program - that is the biggest chunk)

we are open to all staff and parents, no dues and they are still a 'member' even if they never come...

In our by-laws we have a definition of member in good standing. Must have paid dues (which I question) and attended one PTO meeting or volunteered at/for one PTO sponsored event. This can be as simple as passing out a flyer, returning a survey, or actually working an event.

Up to your bylaws, but typically -- yes.
