Our board votes, parents, if attending may voice opinion, ideas, sign up to chair.
The school also has 1 or 2 they do every year (Jog-a-thon, 5th Grade fieldtrip fundraiser)
The others (Pampered Chef (my fave), Avon, Beauty Control, Mary Kay, etc) are going to be at Vendor nights or they can set them up during the school year as part of the enrichment classes (ie. Scrapbooking, Cooking Class, Beauty Clinic) or on a specific night in the auditorium

For fundraisers, our executive board decides on the fundraiser. For us, any member is welcome to attend any meeting, board or general. If it's a board meeting, then they can voice their opinion regarding something, but can't vote. If it's a general meeting, then they can vote as well. This has always worked out fine for us and we've not had any problems.
usually our fundraisers are discused as a group, one person may recommend something and we do openly decide. I don't thing that a parent should make money off of a pto. I mean just because they are involved with your group does that mean they should get the business over other parents. we do have a mom that does a home interior candle sale for us, but she was at our very first meeting four years ago, does all the work and has one other mom help her, it has become a tradition...she goes all out to make it a success for us. Oh and by the way...the group decides on this...

I agree with the above two posts . . .I have sold Avon for 13 yrs and have NEVER approached our school to do an avon fundraiser, especially when I was VP and Pres last year. If you start with Avon, the Pampered Chef parents, Scrapbook parents, partylite parents want some sales as well.
The best way to utilize all your "direct selling" parents is to host a "vendor night". Our church does that and because I have done it from the start of these nights, they always give me first choice and if I can't do it, they'll take the next Avon rep that signed up for it.
As far as who decideds on fundraisers, our Principal makes the final yeah or nay. She gets ideas from other school principals on what has worked and what company is good to work with.
I agree with library mom. The school I am going to pres at did an Avon fundraising(just to get off the ground) and a mom told me there was so hurt feelings because there are so many reps in our small area.
I would be a little cautious about haveing a fundraiser that a parent will make money on. What happens when other who sell Avon, Home Interiors, etc. protest? I see it as opening a whole big can of worms.
