While your input was more directed around gov't regulated expansions, your input was VERY HELPFUL because it caused me to go back and edit my request to specify I was looking for private school expansions. I'm on the HSA board at OLMC in Newport News, VA. We're under the Diocese of Richmond. We have expanded our school in the past and are now expanding it further with modulars and the Church is also expanding. Do you also have a Parish to help support the school or are you regional? Yes, we are a private Catholic School, so there would be not city or government involved. (or tax dollars)
Our tuition is at a bare minimum because our focus has been to allow children to attend regardless of income. We struggle on a day to day basis and have for 50 yrs. But faith always gets us through. So building is a huge vision, but a necessary one. I am a school board member of St Anne's.
I was just reaching out in hopes someone may have involvement in an expansion/new faculity. I have contacted The diocese and they have been very helpful in supplying names of schools building, but exactly as you said, there would not be eight.

Sounds like you're a parochial school-is your school board a diocesan school board? It seems hard to believe that the city's school board would want this from you, since I don't think they have jurisdiction over the parochial schools. Would it then be more helpful to get information from other parochial schools? It's unclear from your post exactly what the focus of the study is.
Anyway, my suggestion would be to call the diocese of Arlington, the diocese of Richmond, etc. and see what new Catholic schools have been built (or old ones expanded) lately within the state--they should have that info. Don't think you'll find 8 within the state, so you might have to expand to MD, NC, WV, etc. Or maybe try contacting someone here as a resource: www.napcis.org/
